P3 Concessionaire



ASTM North America (ASTM N.A.), formerly Itinera Infrastructure & Concessions, was established by ASTM S.p.A. (“ASTM”) in 2019 with aim of participating in the growing P3 sector in North America. ASTM North America (ASTM N.A.) changed its name on January 20, 2022 to render more evident its connection with its parent company and the main business of its parent. ASTM is the second largest motorway concessionaire in the world on the basis of the circa 3,000+ miles of motorway concessions managed in Italy, Brazil and the UK. In Brazil, the Group is the controlling shareholder of EcoRodovias, the second largest motorway concessions operator in the region. In the UK, ASTM is a shareholder in Roadlink that operates 50 miles of motorway between Newcastle and Carlisle.

ASTM N.A. (the “Company”) is based in New York and has been short-listed in five states for P3 tenders in New York, Maryland, Georgia, Pennsylvania, Louisiana and Florida as a result of its recognized expertise, international track record and the ASTM Group financial strength and extensive global experience.

ASTM N.A. collaborates closely with its sister company in the United States, Halmar International, to compete in P3 tenders throughout North America with the aim of establishing itself as a major competitor in the greenfield concessions sector.

Globally, ASTM is currently the second largest motorway concessionaire by road miles, with over 100 years of related experience. The Group has 25 concessions worldwide, predominantly in Italy, Brazil, and the United Kingdom. The Group has two lead civil construction companies, Itinera Spa (Italian-based) and Halmar International (US-based). Together we bring a strong understanding of the complexities and risks that come with building roads, transit, rail, large-span bridges, tunnels, and airports in congested urban environments over the longer term. We are a fully integrated, solution-minded Group bringing the latest in innovation, while maintaining safety, integrity, and excellence in all that we do. ASTM is controlled by Nuova Argo Finanziaria, which in turn is owned by the Gavio family holding company, Aurelia (50.5%), and Ardian (49.5%), a world-leading private equity investment company.
